A man who goes by “T-Paper” on the streets has pleaded guilty to RICO charges related to his role in Boston’s violent Cameron Street gang.
Takari “T-Paper” Elliott, 34, of Boston, pleaded guilty in federal court in Boston to conspiracy to participate in a racketeering enterprise involving murder. U.S. District Court Judge Julia E. Kobick scheduled sentencing for May 27.
“This defendant and his fellow Cameron Street gang members terrorized communities for years. Despite previous arrests, and while on federal supervised release, Elliott continued to sell drugs, carry guns and commit a murder for hire,” U.S. Attorney Leah Foley said. “He has no regard for the law and it appears that he is incapable of learning a lesson. Enough is enough.”
Elliott was one of 22 alleged members of the gang charged in an indictment alleging major criminal activities by the Dorchester-based group. Among those activities, the feds say, are “murders, attempted murders, armed robberies, carjackings, home invasions, human trafficking, as well as drug and firearms trafficking.”
Federal prosecutors say that Elliott, a gang member since at least January 2011, helped set up the October 2020 murder of Manuel “Brava” Duarte by drawing him through Snapchat messaging to an address in Brockton for a purported drug deal. Once Duarte arrived, prosecutors say, Cameron Street members emerged from the backyard and shot him 10 times, killing him. For this service they were allegedly paid $60,000 to split among themselves.
He faces a maximum sentence of life in prison.
BPD responded to 386 incidents in the 48-hour period ending at 10 a.m. Saturday, according to the department’s incident log. Those included five aggravated assaults, four commercial burglaries, three residential burglaries, one theft from a vehicle, seven stolen vehicles, and 31 instances of miscellaneous larceny.

— Abrao De Melo Semedo Moreira, 102 Fuller St., Dorchester. Carrying a firearm without a license.
— Fitsum Teklehaimanot, 269 Washington Ave., Chelsea. External warrant arrest.
— Luis Blanks, Boston. Assault and battery.
— Joseph Tolley, 1 Davis Square, Somerville. Breaking and entering a building in the daytime for a felony.
